Projects are responsible for the selection of their own students
Projects are to only select students who have not participated with Sahana for the Google Summer of Code, previous students are encouraged to help mentor
All mentor payments are paid to the foundation, not the project or the mentor
Projects must make sure that each student has someone with domain expertise in the study area and a committer to the project assigned to each student (non-domain/committers may act as primary mentor, but their must be the oversight of a committer)
Projects are responsible to make sure all mentors are remaining engaged in the program and that the project is not requesting more students than can be well mentored
