Sahana Phase II/III Leadership: Jun 2005 - May 2007
Sahana is predominantly led bazaar-style through concensus. However when firm decisions need to be made on the project that could not otherwise be reached through consensus, the Sahana committee is called upon. The Sahana community like a typical FOSS community is a meritocracy based on contribution. It is not your credentials, your potential or your references we value the most here, it is rather the effort you are willing to spend and the quality results that you are able to produce for _this_ project that make you peer-identified as a leader.
Current Sahana Committee
The following committee represent the leadership that have contributed significantly to the growth, development and deployment of Sahana. In most cases we will try and reach a consensus through the community on most decisions on Sahana, however when a need does arise the committee will be called to make the final call. The committee will be composed of a diverse group of domain experts, FOSS developers in order to represent the community at large.

Half of the committee will be code committers and half will be non-code committing contributors from the community making an odd number for voting purposes. The committee is assigned by the Sahana project lead in consultation with the core team (core team) for the code committers and the community for the non-code committing contributors.
Core Team
The Sahana core team are defined as the most senior Sahana committers who are actively contributing several times a week on Sahana and are available at short notice to respond to a disaster response. The core team is thus a meritocracy on contribution. Currently all the core team members come from the Lanka Software Foundation (R&D FOSS NPO) fellowships funded by SIDA. Though there are loads of others currently actively working on modules, their names will be included when the the deliverable and results have been achieved. I think it would be counter-productive to define a detailed policy on this and ultimately the yardstick we should measure ourseves against is the results brought to help alleviate human suffering through the application of FOSS/Sahana in disaster scenarios.
