Process for adding new PMC member (and/or code committer):

1. A nomination by a PMC member with a background of contribution by the nominated person (only one person may be nominated per email thread on the PMC list)
2. A review and validation by consensus other members of the PMC
3. If approved an invitation will be sent to the new committer/PMC member by the PMC chair (on behalf of the PMC with the reply-to from pmc@sahana.lk)
4. New member will be added to PMC mailing list

Process for adding a new Committer:

1. A nomination by a Committer member with a background of contribution by the nominated person
2. A review and validation by consensus other members of the PMC
3. New member will get access to directly submit code to the CVS repository
4. New member will get manager rights on all Sahana trackers
